Hubble Middle School Committee

The Board of Education formed the Hubble Middle School Committee after it voted in January 2004 to build a new middle school in the southwest part of the District. The committee includes two Board of Education members; central office administrators; Hubble staff members; and parents, residents, business people, and representatives of the city and park district from the cities of Wheaton and Warrenville. The following charge was given to the committee:

The Hubble Study Committee will serve in an advisory capacity to the Board of Education and recommend how the Board’s long-term plan to replace Hubble Middle School with a new middle school in the southwest part of the District should be implemented. Specifically, the committee should include, but not limit, its study to:

  • Investigating available sites for the construction of a new middle school and determining the estimated cost to purchase each site.
  • Securing an updated appraisal of the Hubble property.
  • Studying various funding options for the construction of the new middle school, including the sale of the Hubble property, and recommending the preferred option.
  • Developing a recommendation for the renovation of Jefferson School and identifying if it or any other capital improvement project should be included in a referendum with the Hubble project.
  • Recommending a date to hold a referendum to raise capital funds for the construction of the new school.
  • Evaluating the desirability/feasibility of combining an education fund referendum and a referendum for capital improvements or, in the alternative, prioritizing each need.
  • Recommending whether attendance boundary changes should be considered when the new school is opened.
  • Identifying interim solutions necessary to ensure that Hubble students are equitably served until the new school is completed.
  • Recommending how the needs of non-school organizations using the Hubble building and grounds can be accommodated if the property is sold.

Auxiliary issues to be dealt with outside of the committee:

  • Working with the City of Warrenville to determine the amount of money it is willing to contribute toward the purchase of a school site and the parameters of their commitment.
  • Working with the City of Warrenville to establish a process for completing the land purchase, such as intergovernmental agreements, neighborhood impact, etc.
  • Working with the City of Wheaton to determine its commitment to establishing a Tax Increment Financing District (TIF) on the Hubble site and how much money from the TIF can be directed to the construction of a new middle school.
  • Securing from the City of Wheaton a commitment regarding the maximum density it will allow in the development of the site.
